THE CONCOURSE

The Historic Claiborne Neighborhood has become increasingly isolated from surrounding development and suffers from high poverty rates, lack of economic opportunity, and poor aesthetic character due to neglect and misguided redevelopment. Claiborne Neighborhood’s inherent strength and resilience is reflected in its established social programs and community-oriented groups, which remain strong. The Concourse proposal establishes a network in which the existing amenities are promoted and enhanced. Furthermore, the plan addresses the need to create new opportunities, connecting residents with the greater city, and allow them to be part of the greater New Orleans culture, life and opportunities.
CREATE + CONNECT
The Concourse strategically creates plans for a food & health oasis, an education and employment network, mixed housing opportunities, an extension of culture, and open communal space. These creations will catalyze activity, ensure safety, and promote long-term economic prosperity in what is now a physically disconnected area. New visitors, local entrepreneurship, employment opportunities, and community support systems will fold this area back into the city.
The first development phases create hubs of 24-hour activity at two points along Claiborne Avenue: the Canal Street intersection and the Basin Street intersection. The next phase connects the two hubs by facilitating mobility under I-10. This arterial system extends the Greenway under the bridge, mending the severed connection along the Claiborne corridor and providing neighborhood residents with vehicular and non-vehicular access to educational and employment networks that surround their community. Additionally, the arterial system integrates storm water management to reduce residential water use by 27%.
CELEBRATE
Freedom of mobility and access to a network of opportunities will allow residents to celebrate in the greater New Orleans culture. The Concourse intends to enfranchise local business owners and promote long-term economic prosperity, reminiscent the era before the community was cut off from the rest of the city. It provides an opportunity for locals to reimagine perceived barriers, and in doing so, will advance a new understanding of what New Orleans can provide. It is an opportunity to embrace the physical barriers, celebrate them in ways that provide unique moments and distinct features, and renew pride in the Claiborne Neighborhood residents.
